Declarative (Terraform, CloudFormation): you describe the desired state, the tool figures out how to get there. Imperative (CDK, Pulumi): you write code that creates resources step by step. Declarative is simpler to reason about. Imperative gives you loops, conditionals, and real programming constructs.
